The Union HRD minister, Dr Ramesh Pokhriyal, and Hardeep Singh Puri, Minister of MoHUA jointly launched The Urban Learning Internship Programme (TULIP). It is a portal designed to provide internship opportunities to fresh graduates and engineers under the ‘Smart City’ projects. The TULIP portal, developed by the All India Council for Technical Education, aims to enable students to work for 100 smart cities under the ministry of housing and urban development by way of government internships with various ministries.
There are 23,970 companies registered on the portal offering a total of 295,200 internships. Currently, students with a degree of B.Tech, B planning, BA, BSc, BCom, LLB, and B.Arch are eligible. Candidates who apply through TULIP would have the chance to find work that matches their interests, decide stipend, and decide the terms of engagement.
HRD Minister, Ramesh Pokhriyal urges other ministries to also collaborate with TULIP. This would expand not only the number of government internships offered but also the kind of internships offer would vary. Students from backgrounds other than engineering and commerce will also be able to find openings relevant to their fields.
Aim of TULIP
The idea behind this venture was to tackle the unemployment scenario and supply the students with a platform where they can get such opportunities. At present, 80 lakh students are enrolled in engineering colleges in the country. Under the MoHUA, they will get various openings under different departments.
- TULIP interns would not only get exposure in many areas but also get insight into policy formulation and implementation.
- It will give them a chance to interact with city officials and give them an experience of urban governance.
- This is a valuable investment for students, especially those looking for a future in the public sector.
- In the future, the HRD ministry plans to increase the number of vacancies offered to over 1 crore.
Duration, eligibility, and benefits
- The internship will stretch for periods varying from a minimum of 8 weeks up to 1 year.
- This portal is only open to Indian citizens who have received their final year resultless than 18 months before the date of application.
- The exposure from internships with the government initiates development through experience.
- Fresh minds and ideas from graduates would be a great contribution to critical challenges.
- Digitally signed certificate of the internship, issued by MoHUA, State government, AITCE, and the respective smart city will be provided on successful completion of the internship.

Most students do a number of internships to get their resume the extra polish that would help them stand apart. TUPLI is definitely a good initiative as most of the graduates of 2020 are yet to sit for their exams due to the pandemic. TULIP provides them with a choice to work with the government directly and gain valuable experience.
